Sam Caligiuri Would Expand Elderly Tax Relief

   Sam Caligiuri, candidate for state senate in the 16th district (Southington, Waterbury, Cheshire, Wolcott) is proposing the expansion of a local property tax freeze program for seniors.

   The program was enacted during this year’s session of the legislature. It allows towns to freeze the property taxes of qualified seniors and shift the cost to other town residents. “If elected to the senate, I will work to expand this program to provide badly needed property tax relief to more people and require the state to pay the bill,” Caligiuri said.

   Under Caligiuri’s plan, towns would be allowed to freeze property taxes for anyone who is 65 or older, or for any surviving spouse at least 50 years of age whose spouse would have qualified for the program at the time of death. The current age limits are 70 and 62. Caligiuri’s plan would expand the number of people eligible for the program.

   Under current law, towns who voluntarily take part in the tax freeze program must pass the cost of the freeze on to other taxpayers. Caligiuri considers this a major flaw in the legislation, because it will lead to higher property taxes for other families. Caligiuri believes the state should reimburse towns for the cost of the freeze program.

   “For too long the state has failed to properly fund education expenses for towns like Southington, Waterbury, Cheshire and Wolcott forcing higher property taxes,” Caligiuri said. “The state has to pay its share. We need to make this tax break available to more people and give towns a way to balance their books.”

   Caligiuri’s plan is specifically designed to help seniors who are being crushed by rising taxes on property and gasoline. Many seniors are on fixed incomes and cannot afford ever increasing prices.
