With Sen. Christopher Murphy, D-Cheshire, running for Congress, the 16th District seat is an open contest between Republican Sam Caligiuri, a former president of the Waterbury Board of Aldermen and acting mayor, and Democrat David Zoni, a first-term Southington councilor. The campaign has taken a couple of ugly turns, centering on Mr. Caligiuri's handling of the parting agreement with jailed former Mayor Philip A. Giordano in 2001.

Mr. Caligiuri, a laywer, has much more experience as an elected official and has a record as a reformer. Agree or disagree with his handling of the Giordano deal, he made the tough decision knowing he'd be held to account for it. Mr. Zoni revealed his desperation by authorizing a near-pornographic flier seeking to soil Mr. Caligiuri with Mr. Giordano's crimes. What voters in Southington, Wolcott, and parts of Cheshire and Waterbury should take to heart is they'll be fortunate to have a man of Mr. Caligiuri's experience, energy and diligence representing them.
